What is high-rise window cleaning?

 

High-rise window cleaning is the exterior cleaning of glass on buildings too tall to reach from the ground or a standard ladder, using suspended access equipment such as rope access systems or swing stage platforms. It is a specialized trade because workers are exposed to fall hazards of three metres or more, which triggers specific duties under Ontario’s Regulation 859 for employers, workers and building owners.

For a condominium board or property manager, the work is more than appearance. Clean glass improves natural light and views, protects the value of the building, and lets you spot failing seals, cracked panes and facade issues early, while crews are already up close to the envelope.

Toronto’s conditions make regular cleaning important. Road salt, construction dust, lake air, pollen and city grime all build up on glass, and neglected buildings become harder and more expensive to restore the longer they wait.

The work is carried out by trained technicians rather than a general maintenance crew, because the equipment and the risks are different from ground-level cleaning. A technician typically works with a harness and lanyards connected to independent anchor points, a water-fed pole or squeegee and applicator for the glass itself, and radios or signals to communicate with a ground spotter. On taller sections, that same technician may switch to full rope access or a swing stage platform depending on what the elevation calls for.

How we meet Ontario's window cleaning safety rules

Ontario’s Regulation 859 (Window Cleaning), made under the Occupational Health and Safety Act, applies to employers, workers and building owners wherever a person could fall three metres or more while cleaning windows. That covers virtually every high-rise job.

Rope access work uses a two-rope system, with working and safety lines attached to separate, independent anchor points, along with a full-body harness and backup devices. Employers must make sure workers receive the information, instruction and supervision they need to work safely.

 

What that means in practice

  • Certified people. Our technicians hold Working at Heights and SPRAT/IRATA certification, and crews are covered by WSIB.
  • Inspected equipment and anchors. Building owners have duties around anchors used for suspended equipment. We ask for your current inspection and certification records before rigging, and we do not work from anchors we cannot verify.
  • A plan for every site. Each job has a documented hazard assessment, a rescue plan, and clear weather limits. If wind, lightning or ice make the work unsafe, we stop.
  • Insurance. OutWash carries $5 million in liability insurance for residential, commercial and high-rise work.
